Horizon NJ Health Selected to Participate in National Substance Use Collaborative

(West Trenton, NJ -) – Horizon NJ Health, a subsidiary of Horizon Blue Cross Blue Shield of New Jersey, announces it was chosen to participate in a national Substance Use Collaborative with the Association for Community Affiliated Plans (ACAP). Horizon NJ Health is just one of 16 national Medicaid plans selected for the collaborative.

The focus of the collaborative is evidence-based best practices for prescription drug abuse identification and treatment. The collaborative is funded by a grant from the Open Society Foundations.

“Not only is the collaborative a quality improvement program, but it is also affording our Pharmacy department the opportunity to collaborate with other Medicaid plans across the country in an effort to reduce costs and combat fraud and abuse,” said Samuel Currie, Director, Pharmacy Services for Horizon NJ Health.

According to ACAP, of the more than 38,000 overdoses reported in 2010; nearly 60 percent involved prescription or over-the-counter drugs, 3 in 4 of which involved opioids such as hydrocodone, oxycodone or methadone. In 2010, more than 16,500 deaths from opioid overdoses were reported—more than a fourfold increase from 1999.

Currie continues, “The program is directed at further improving management and quality of care for patients and will engage Horizon NJ Health with national experts and other healthcare professionals in the fight against prescription drug abuse.”

“Substance use disorder is an issue that all Safety Net Health Plans face; prescription drug abuse is the kind of public health challenge that ACAP-member plans can and should share best practices to help address,” said ACAP CEO Margaret A. Murray. “We’re delighted that Horizon NJ Health is participating in this venture.”

The results from the collaborative will be summarized in an ACAP publication in 2015 for review by all interested parties.
